Job Opening: Chief Executive for WaterAid India, New Delhi - deadline for application 16 September 2008

Job Description

 

Job Title: Chief Executive, WaterAid India

 

Place of Work: New Delhi, India

 

Reports to: Head of Region, Asia, WaterAid UK (during the transition period) and in the longer term to the Board of the new entity

 

Responsible for: Leadership of the Senior Management Team and overall responsibility for all staff members, currently 40 strong in WaterAid India.

 

Budget Responsibility: £2.3 million

 

Introduction:

WaterAid has operated in India since 1993, to realise its vision of a world where everyone has access to safe water and sanitation. During the course of the past 15 years it has grown from an agency confined to one region – South India – to a nationally recognized leader in the water and sanitation sector, spanning more than 12 states and working with about 50 partner organizations, both governmental and non-governmental. With this growth has come a better appreciation of the need for a more appropriate legal and governance and management structure for WaterAid India.

 

Accordingly, in September 2007, the UK Board of Trustees approved the recommendation to register an independent legal entity in India – possibly a Trust with its own Board responsible for governance. The new legal entity will be an integral part of the international alliance of WaterAid.

 

Job Purpose:

The Chief Executive will provide leadership, direction and management for the

organisation during a period of significant organisational change and dynamic growth. This requires leading the implementation of the organisation’s current plans and strategies, setting up WaterAid India as an independent entity with its own Board and working closely with the Board of the new entity and WaterAid UK. Upon the set up of the new entity, the Chief Executive will work with the Board to take the new entity to the next stage of its development.

 

Key accountabilities:

1. Provide strategic leadership for the development of WaterAid India and for the proposed transition of WaterAid India’s work to the new independent entity.

2. Lead WaterAid India in terms of programme and resource management and development.

3. Represent WaterAid India in a variety of forums and maintain external relationships within the sector including national government, key national and international NGOs, donors, academic, media and research institutions.

4. Provide strong leadership and direction to WaterAid India staff and build a high performing senior management team committed to the new structure.

5. Develop, maintain and implement sound financial management in accordance with WaterAid India’s standards and controls.

6. Lead on strategic planning and development of WaterAid India’s strategy operational plans, monitoring and evaluation.

7. Developing partner relationships and support our partners’ capacity and abilities in programme, people and financial management.

8. Lead planning to ensure that WaterAid India is acknowledged as a leader in the sector and maximise potential for influencing the water and sanitation sector in India.

9. Develop and facilitate strategic thinking on programmes policy, advocacy and learning.

10. Contribute to the development of WaterAid India global agendas by identifying key sector, country and regional issues on which the organisation and its partners should focus their advocacy efforts.

11. Build in-country and regional networks, identify and influence key stakeholders with view to strengthening the water and sanitation sector in India.

12. Establish and foster programme learning through a variety of mediums within the organisation and with our partners.

13. Provide WaterAid in London and the independent entity Board with programme reports, plans, fundraising and communication materials as required

14. Lead on the set up the new independent entity. In particular:

a. Finalise the type of legal entity that WaterAid India will transition into

b. With the independent entity Board, establish a vision for the organisation, a long-term strategy and plan with specific goals and objectives consistent with WaterAid’s overall vision and strategy

c. Work with the Board to develop a sound governance structure that delivers efficient and effective use of funds within a strong risk management framework

d. Provide leadership, direction and management for the organisation during a period of significant organisational change and dynamic growth.

e. Facilitating and supporting the transition of current operations of WaterAid India to the new independent entity.

15. Take a lead role in fundraising and donor relations.

16. Contribute effectively as an active member of the Asia Regional Management Team during the transition period and engage on regional and global initiatives as appropriate.

 

Person specification:

Essential

· An inspirational and creative leader with the ability to innovate and set a strategy and translate it into action and stimulating others to deliver the mission.

· Substantial senior management experience to include financial, budget, people and other organisational resources management.

· Consultative and empowering management style that shows willingness to learn from others but at the same time able to make decisions especially difficult ones.

· A clear and sound understanding of development (policy and programme) based on an appreciation of the political, social, cultural and economic forces and structures in India.

· Proven experience in managing organisational growth and change, and  guiding/leading the organisation through a period of transition.

· Experience in successfully working with governing boards and board leadership.

· Experience and skills to represent the organisation externally, with the public, media, supporters and other stakeholders.

· Articulate, with outstanding presentation and communication skills backed by  excellent written and spoken English.

· Experience of raising funds from a variety of sources.

· Open and able to travel to project areas.

· Commitment to WaterAid’s values and a working style that reflects these

 

Desirable

· Experience of successful advocacy and lobbying.

· Experience of working in India with partner organisations to deliver and implement projects at country level.

· Experience of working in an international organisation.

· Knowledge of governance structures and issues.

· Able to develop effective relationships with a wide range of individuals and  fostering positive relations with Governments on an international stage.

· Experience of community-based water supply, sanitation and hygiene promotion projects or approaches.

· Knowledge and command of Hindi
