The National Institute of Public Cooperation and Child Development (NIPCCD) is an autonomous organization working under the aegis of Ministry of Women and Child Development, Government of India. The Institute is engaged in training, research and evaluation in the twin field of Public Cooperation and Child Development. The Institute’s Headquarters is located at New Delhi with four Regional Centers at Lucknow, Bangalore, Guwahati, and Indore.
The Southern Regional Centre of the Institute is organizing a Orientation Training programme on the Techniques of Participatory Learning & Action (PLA) for the Functionaries of Voluntary Organizations on May 26-31, 2008 at its premises.
In this connection, may I request you to depute one/two representatives from your organization to participate in this programme. The filled in proforma of the deputed participant should be sent to the Institute by E-mail, Fax, Courier by latest 25th April 2008. As the course proceedings will be in English the person deputed should be conversant in English. The participant should proceed for the programme only after receiving confirmation from the Institute. Programme Design
Prologue
Participatory Learning & Action (PLA) is a flexible, innovative and non-structured method of planning and designing programmes, which has the ability to change attitudes and lives of the people in the community. PLA approaches and methods may be used for appraisal, analysis and research in many subject areas. These approaches are in sharp contrast to the one in which programmes and projects aimed at welfare and development of the poor are initiated, designed and implemented from top to down by implementing agencies without the consultation and involvement of Intended beneficiaries. In the context of NGOs, PLA techniques have been found to be crucial and critical factor for empowering the community, as these ultimately aim at changing levels of knowledge, attitude and behavior of the community. In this backdrop NIPCCD, Regional Centre, Bangalore proposes to organize an Skill Training programme on the Techniques of Participatory Learning & Action (PLA) for the Functionaries of Voluntary Organizations from May 26-31, 2008 at the institute premises.
Objectives
The objectives of the programme are:
i) to develop in the participants an understanding of concept, principles and techniques of PLA;
ii) to highlight the need and importance of PLA techniques for community participation especially for women and child welfare/development programmes;
iii) to impart theoretical and practical training in conducting PLA; and
iv) to sensitise the participants in evolving plan of action for the development of women and children with the help of PLA techniques.
Participants
About 40 representatives from voluntary organizations of southern states shall attend this programme.
Contents
The broad contents of the training programme will be:
• The concept and philosophy of PLA
• Principles of PLA
• Tools and techniques of PLA
• Sequencing, combining & limitations of PLA techniques
• Application of PLA techniques to various programmes
Training Methodology
The emphasis would be on participatory learning methods such as games and exercise, role-plays and small group discussions. The training will be imparted through lecture-cum-discussion, case studies, films/audio visual as well as brain storming sessions.
Resource Persons
The programme will be conducted by faculty members of the Institute and resource persons with experience in this field.
Duration & Venue
This Programme shall be for Six working days i.e., from May 26-31, 2008 at the Premises of NIPCCD, Southern Regional Centre, Bangalore.
Award of Certificate
The participants will be awarded a certificate of participation on conclusion of the course.
Outcome
After the training the participants will be able to use different methods/techniques of PLA in various projects being implemented by them.
Travel, Board & Lodging
The rules pertaining to travel, board and lodging are as follows:
* The Institute will provide ‘travel grant’ to participants from voluntary organizations equivalent to AC III tier rail fare including reservation charges/bus fare by the shortest route to and from Bangalore.
* The actual travel expenditure incurred by road to nearest railhead will also be paid.
* Travel grant as payable under the rule is calculated on the basis of rail fare of express trains other than Rajdhani Express / Shatabdi Express.
* The actual travel expenditure incurred on local conveyance charges for outstation participation will be reimbursed up to ceiling of Rs. 300/- (Rupees Three Hundred Only) each way.
* The local non-official participants will be paid actual expenditure incurred on local conveyance, subject to a ceiling of Rs. 100/- (Rupees One Hundred Only) each way.
* The institute will arrange board and lodging for all outstation participants at its Hostel located on campus
General Instructions
1. The programme will commence at 9.00 am on May 26, 2008 and therefore the participants are requested to reach the hostel of the Institute by the evening of 25 May 2008 positively.
2. The nomination of participants should be sent to the Institute in prescribed proforma by E-mail, Fax, Courier so as to reach Institute by latest 25th April 2008
3. The participants have to pay a registration fee of Rs. 500/-(Rupees five hundred Only) which should be deposited at the time of registration either in cash or Demand Draft drawn in favor of Regional Director, NIPCCD, Bangalore and payable at Bangalore.
4. The participants are advised to proceed for the training only after receiving confirmation from the Institute.
5. Due to limited hostel accommodation, boarding and lodging facility is for the participant’s only. The Institute will not be in a position to extend these facilities for the accompanying members.
6. The Institute shall provide accommodation for participants for this course period and a day before and after the course.
7. The participants reporting late to the training programmes or leaving it before its conclusion will not be entitled to traveling allowance and certificate.
