Need:
People with disability are the most vulnerable and marginalized sections of the society, cutting across caste, creed and community. They belong to a heterogeneous group composed of those who are born with disability or acquire disability due to micro-nutritional deficiencies or diseases or accident or the trauma of life events. Most of the people with disabilities are poor and the highest concentration of poor people with disabilities is in the rural areas. A full understanding of disability recognizes that it is a powerful human right dimension, often associated with social exclusion, increased exposure to vulnerability and poverty. The best way to address this issue is by bringing them into the mainstream society by breaking the barriers that exclude them from full and equal participation in the society.
At Government level, several efforts have been made to bring them into the mainstream development through legislations and policy formulations. The enactment of the PWD Act 1995 is a major watershed in this direction, which envisages equal opportunities to the disabled. In addition, few more acts were enacted to enable and empower the PWD to live independently within and close proximity to the community that they belong. However, whatever, efforts made by the Govt in mainstreaming disability issues through comprehensive legislations and policy framework could benefit only marginal sections of the disabled.
An important prerequisite for mainstreaming disability issues is the proper sensitization and awareness generation about genuine problems of the disabled among the policy makers, programme implementers in particular and people in general. Currently most of the training programmes conducted for those associated with disabilities are directly related to issues pertaining to medical dimension having less scope for social dimension of disability. Therefore, the programme is conceived with a major thrust on social dimension of disability in the context of mainstreaming.
Objectives:
(1) To sensitize and appreciate the participants about the need, approaches and strategies to mainstream persons with disability in development.
(2) To create awareness about the equality of access and opportunities made available to them through legislations and policy formulations.
(3) To discuss the problems of the PWD in the context of human right initiatives.
Training Methods:
Lecture cum discussion, panel discussion, case study presentation, class room exercises, role play, video films, games, field visit to study best practices.
Participants
Senior officials from the selected and related line departments, banks executives of NGO/promoted by corporate sectors.
Duration
6 days.
